Proof, not promises: what rooming house records must show
Since 13 October 2026, all Victorian rooming house operators must keep rooming house records that show their property meets the rooming house minimum standards, according to Consumer Affairs Victoria (CAV). The records must cover the rooms, facilities, services and common areas the operator provides, and operators must hand them to CAV if asked.
Four areas the standards cover
The minimum standards relate to privacy, security, safety and amenity. They apply to the rooming house and its rooms whether a resident has a rooming house agreement or an individual rental agreement, so the type of agreement does not change an operator’s duty to keep rooming house records.
Gas and electrical checks are a separate duty
Operators must also make sure regular gas and electrical safety checks are done, and make those rooming house records available to the Director of Consumer Affairs Victoria and to a resident on request. CAV says each check is required every two years, and the records, including the compliance certificate and the licensed gas fitter’s or electrician’s details, must be kept for two years. Certificates can be lodged through myCAV.
Exemptions need paperwork too
In exceptional circumstances the Director can exempt an owner from some standards, for example where the nature, age or structure of the building stops modifications, or where another law competes. If an exemption is granted, the operator must keep the record of the approval. CAV says no Victorian rooming house owner has been granted an exemption to date.
Where residents can turn
A resident who thinks their rooming house does not meet the minimum standards should contact CAV. Health and wellbeing concerns go to the local council. The record-keeping duties sit in sections 142BAA and 142BAB of the Residential Tenancies Act 1997.
